Finance Manager at Metabiota Cameroon


METABIOTA Cameroon (MCL) is recruiting for an experienced FINANCE MANAGER for its company. The position will be based at the Metabiota Cameroon office in Yaoundé.

Metabiota has conducted pandemic prevention research in Central Africa for 15 years. MCL principle objectives include: research into the interactions between ecology and human health, infectious disease surveillance, the promotion of public health, the reduction of epidemics and pandemics threat in Central Africa, and the provision of training in public health research and practice.
About the Position:
This position is based in Yaoundé, Cameroon regional headquarters. She/he will work with Metabiota Cameroon Finance team and Admin team with direct supervision of the Director General with oversight support from Metabiota Inc.
The FM will assist to improve administrative and operational processes, participate in project planning and expenditure forecasting, and work to ensure an accounting environment that can scale quickly for growth. She/he must be comfortable working with in-country and regional teams and ensure financial management of multiple projects within Central Africa. The FM must be available for regional travel for monitoring purposes.

Improving administrative and operational processes, participate in project planning and expenditure forecasting, connect and impart knowledge to ensure an accounting environment that can scale quickly for growth.
Project Accounting
  • Provide financial projections and spending analysis to in-country and Metabiota Inc. leadership and sponsors.
  • Compliance with cost and pricing strategies in accordance with company policies and regulations.
  • Advise and prepare analyses of cost accounting, pricing and government compliance using Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) principles.
  • Record direct and indirect costs properly; including ensuring Overhead and G&A rates are free of unallowable costs.
  • Ensure controls over cash receipts, accounts payable, accounts receivable, cash disbursements, fixed assets and journal entries.
  • Act as the primary source of information and point of contact for auditors and audit process.
  • Maintain internal controls and safeguards for receipt of revenue, costs, and program budgets and actual expenditures, and prepare summary project budgets and variance reports.
  • Comply with the controls and procedures established to ensure that the company meets project budgets.
  • Organize in-house capacity building finance trainings for non-finance staff on finance policies and procedures.
  • Responsible for financial reporting to donors in a timely and ensure the accuracy of these reports.
  • Overall administration of Cost Point.
Contract Management Financial Compliance
  • Comply with financial, accounting and compliance policies and procedures, methods, operating practices and performance standards for the Company.
  • Deliver required financial information, reports, and invoices to Metabiota Inc. or other fiscal sponsors on time and in the desired format (including electronic invoicing and draw-downs). Specifically, able to implement add-on systems for transforming output from Cost Point accounting system to contract and audit specifications.
  • Comply with instituted methods and processes that increase the efficiency and controls with which US government contract financial and compliance requirements are met.
  • Advise management on financial and compliance issues that may arise during execution of contract obligations.
The FM will also complete other tasks as assigned by the Senior Management team and Director General.
Minimum Requirements:
  • University degree in Accounting or Finance.
  • At least 7 years work experience on USG Grants.
  • Good knowledge of GAAP and GAAS.
  • Experience on Cost Point and SAGE Accounting Software
 

Additional Information:
Duration of Contract: Indeterminate period starting April 1, 2017
Supervisory responsibilities: Candidate will lead a team of finance staff.
Travel: Some in country or international travel may be required.
Salary and benefits: Salary and benefits are competitive and commensurate with experience, within approved program budgets
